National Agriculture Market or eNAM

Why in News ?

Due to current pandemic (COVID-19), the Ministry of Agriculture and Farmer' Welfare is strengthening agriculture market, empowering farmers and decongesting Mandi to fight against COVID-19 through three new features of National Agriculture Market (eNAM) platform :

1. FPO (Farmer Producer Organisation) Trading Module - It is premises of delivering pictures and quality parameters of agricultural produce to the bidders.
2. Logistics Module - This will promote trade by providing online transport facilities for Agri-produce.

What is eNAM ?
• National Agriculture Market  (eNAM) is a pan-India electronic trading portal which networks the existing APMC mandis to create a unified national market for agricultural commodities.
• eNAM integrating the existing mandi to "One Nation One Market" for agriculture market.
• It will promote real time price based on actual demand and supply.
• eNAM is implementing by Small Farmers Agribusiness Consortium (SFAC) under Department of Agriculture , Cooperation and Farmers.
• This portal provides single window service for all APMC related information and services.
• Farmers can easily sell their produce through the online portal.
• Traders and exporters need to registered themselves with portal for accessing its services.

Vision of eNAM :
Ministry of Agriculture and Farmer' Welfare (Government of India) Vision -
To promote uniformity in agriculture marketing by streamlining of procedure across the integrated markets, removing information asymmetry between buyers and sellers and promoting real-time price discovery based on actual demand and supply.

Mission of eNAM :
Ministry of Agriculture and Farmer' Welfare (Government of India) Mission -
Integration of APMCs across the country through a common online market platform to facilitate Pan India trade in agricultural commodities, providing better price Discovery through transparent auction process based on quality of produce along with timely online payment.

Facts of eNAM :
• 785 mandis integrated with eNAM across 17 States and 2 UTs.
• User base of 1.66 cr farmers.
• 1.30 lakh traders and 71,911 Commission Agents.
• Digital payment worth Rs. 708 cr have been done beneffiting more than 1.25 lakh farmers.

Advantage of eNAM :
• It will reduce congestion in mandi at this time.
• eNAM facilitate trade beyond Mandi /state borders.
• The NAM portal provide accurate information and speedy services.
• It may reduce/eradicate exploitation of farmers from intermediaries.
• Direct payment into farmers account (no delay in payment).
• It will promote real time produce based on actual demand and supply.
• It will also promote transparency in auction process.

Challenges of eNAM :
• Department of Agriculture facing problems to convince all stakeholdersdepar farmers, traders, and commission agent to move to the online platform.
• Lack of technological infrastructure.
• There is no sufficient technical experts and internet facilities at State Agricultural Departments has also delayed the setting up of grading/assaying facilities.
• Lack of proper training to farmers and  traders.
• The huge share of agricultural trade carried out offline.

Government Promote Agricultural Market :

• The Government of India has notified an ordinance namely "The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020" on 5th June, 2020 to promote freedom of choice of trade with farmers while promoting barrier-free inter-state trade in farmers produce.
• Promote alternative marketing channels such as private market.
• Direct Marketing
• Development of Gramin Agriculture Market (GrAMs) closer to farm gates as well as development of integrated supply chain infrastructure.
• APMC also promoted with some freedom.
• Agriculture Marketing Infrastructure (AMI)
• Mission for Integrated Development of Horticulture (MIDH)
• Rashtriya Krishi Vikas Yojana-Remunerative Approaches for Agriculture and Allied Sectors Rejuvenation (RKVY-RAFTAAR) etc.

eNAM is not a parallel marketing structure but rather a device to create a national network of physical mandis which can be accessed online. It provides quality based trading with ePayments  system.
