Third Phase of PMKVY (PMKVY 3.0) 2021

Why in News ?

On 15th January 2021, the Ministry of Skill  Development and Entrepreneurship (MSDE) has launched third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0), to focus on demographic dividend/new-age and COVID-related skills.
It was launched virtually (via Video Conferencing).

Key Points of PMKVY 3.0 :

• PMKVY 3.0 launched in 717 districts, 28 States/8 UTs to achieve the goal of AtmaNirbhar Bharat.

• Approx 600 districts making 300+ skill courses available to the youth.

• It will take Skilling to the remotest of villages and towns in India.

• To making skill development more demand-driven, both at the global and local levels.

• It is more decentralised structure with greater responsibilities and support from States/UTs and Districts.

Focus : PMKVY 3.0 focus on demand-driven skill development, digital technology and Industry 4.0 skills. It will bridge the gap between demand  and supply of skills in Industry 4.0.

• It fulfil vision of  'Vocal for Local'.

• It will be propagator of vocational education at an early level for youth to capitalize on industry-linked opportunities. It will be complementary to National Education Policy 2020.

Objective : To making India skill capital of the world from there, the industrial capital of the world.

• It will encourage healthy competition between States by making available increased allocation to those states that perform better.


Basic Facts About Skill India Mission (PMKVY) :

National Skill Development Mission launched on July 15, 2015 under which the flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is run.

• PMKVY implemented by National Skill Development Corporation (NSDC).

• PM Kaushal Vikas Yojana scheme aims to skill 1 crore people from 2015 to 2020.

Trained Candidates : Over 42 lakh people trained PMKVY scheme and 33.66 lakh people underwent Short Term Training Courses.

Placement : Out of these trained candidates 17.54 lakh candidate provided with placement.

Training Centres : Nearly 14,373 Skill training Centres empanelled so for.

ASEEM portal directory of skilled persons in the country. This portal job offers made 14 lakh skilled personnel.


Due to success of PMKVY 1.0 and PMKVY 2.0 Government of India launched PMKVY 3.0 for job creation and workers' welfare through Skilling and Re-Skilling. Skilling, Re-Skilling & Up-skilling is of paramount importance to remain relevant in the rapidly changing business environment and market conditions.
