1. Right to Recall :

Why in News ?
Recently, Haryana Assembly passed Haryana Panchayati Raj (Second Amendment) Bill, 2020, which provides the Right to Recall members of Panchayati Raj Institutions.
What is Right to Recall ?
• It is a process, where the electorate has power to remove elected officials before the expiry of their term.
• It is an instrument of Direct Democracy.
Note : The Right to Recall is already practicing at local level bodies in Madhya Pradesh, Bihar and Chhattisgarh.

2. Disqualification of the MP/MLA :

Why in News ?
India’s first Member of Parliament (MP) to have been disqualified from the Lok Sabha (in 1988) has now been disqualified disqualified as a Member of Legislative Assembly (MLA) in Mizoram (in November, 2020).
Who & Why Disqualified ?
Mr. Lalduhoma was elected as an independent candidate from the Serchhip Assembly Constituency  (He was a former IPS Officer)
• The disqualification was on the ground that he had declared himself as a representative of the Zoram People’s Movement (ZPM).
• Mr. Lalduhoma lost the character of an independent legislator because of the declaration.
Note : 
• Mizoram Assembly Speaker disqualifies MLA Lalduhoma.
• The Anti-Defection Law mentioned in Tenth Schedule of the Constitution.

3. Jharkhand Demanding a Separate Religious Code for Sarna Tribals :

Why in News ?
Jharkhand government has passed a resolution to send the Centre to recognise Sarna Religion and include it as a separate code in the Census of 2021.
What is the Sarna Religion ?
They believe in “Jal, Jungle, Zameen” (Water, Forest, Land) and its followers pray to the trees and hills. Their faith to protecting the forest area.
What is issues now ?
Many of the Sarna Tribals converted to Christianity. But the converted tribals are taking the benefits of reservation as a minority as well as the benefits given to the Schedule Tribes.
Believer of Sarna faith say that the benefits should not be given to converted.
Why the separate code Demanding ?
• The population of Sarna Tribals declined from 38.3 % in 1931 to 26.02% in 2011 in the State. 
• In other States, they are not counted as Tribals.
• The separate code will ensure recording of their population.
Note : 
•By the Centre approval, Census 2021 would have to make space for a new religion.
• Currently, There are six religions : Hinduism, Islam, Christianity, Sikhism, Buddhism and Jainism.

4. One Nation, One Election :

Why in News ?
In 80th All India Presiding Officers Conference, Prime Minister again pitched for simultaneous Elections to the Lok Sabha and State Assemblies. 
Basic Reason of Need :
It is the need of the country as election taking place every few months hamper development.
What is “One Nation, One Election” ?
It refers to conducting elections to Lok Sabha, State Assemblies, Panchayats and Urban Local Bodies simultaneously, once in five year.
Note : It is Debatable topic (Due to various benefits and challenges).

5. Why is Winter Session, 2020 of the Parliament cancelled ?

Why in News ?
The winter session of the Parliament is not being held due to the high number of COVID-19 cases in Delhi.
Who cancelled the session ?
• According to Article 85, the President can summon a session of parliament “at such time and place as he thinks fit”.
• The session can be called on the recommendation of the government, which decides its date and duration.
Was it Happen ?
Yes, As per the parliamentary records, there have only been three instances in the past winter session not being held – in 1975, 1979 and 1984.
Note : Under Article 85, there should not be a gap more than 6 months between two sessions of parliament.

6. Clash between Centre and States Laws :

Why in News ?
Rajasthan passes Bill to stall Centre’s Farm Laws. 
The three Farm Bills, pertaining to the State amendment to the Central Laws, were –
1. The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) (Rajasthan Amendment) Bill, 2020;

2. The Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Service (Rajasthan Amendment) Bill, 2020 and

3. The Essential Commodities (Special Provisions and Rajasthan Amendment) Bill, 2020.
Constitutional Validation of the Bill :
• The main subjects of the three acts are Agriculture and Markets that are essentially State Subjects as per the Seventh Schedule of the Constitution.
• The trade and commerce in food items is part of the Concurrent List (The Centre have more power).
Article 249 : Power of Parliament to legislate with respect to a matter in the State list in the national interest.
Article 248 : Parliament has exclusive power to make any law with respect to any matter not enumerated in Concurrent List and State List.
• In  general Centre and State make a law on the same matter. The Central law will prevail.
Note : To take Centre to the Supreme Court over the validity of these laws (Article 131).

7. Andhra Pradesh : 3 Capitals

Why in News ?
As per the Andhra Pradesh Decentralisation and Inclusive Development of All Region Bill, 2020 Andhra Pradesh state will have 3 Capitals.
Three Capitals will be –
1. Visakhapatnam : Executive Capital
2. Amravati : Legislative Capital
3. Kurnool : Judicial Capital
