Smt. Nirmala Sitharaman, Union Minister of Finance and Corporate Affairs, announced the 4th edition of Business Reform Action Plan (BRAP) 2019 ranking of States.

It is the annual ease of doing business ranking of States and Union Territories of India prepared by the Department of Industrial Policy and Promotion (DIPP) under the Ministry of Commerce and Industry (India) with the help of World Bank.

It was Jointly released by Union Finance Minister Smt. Nirmala Sitharaman and Union Commerce Minister Piyush Goyal.
Objectives :
• Attract investment
• Foster Healthy Competition
• Increase Ease of Doing Business in each State for an AtmaNirbhar Bharat.
Business Reform Action Plan (BRAP) :
• The Business Reform Action Plan 2018-19 includes 180 reform points covering 12 business regulatory areas such as Access to Information, Single Window System, Labour, Environment, etc.
• The Department for Promotion of Industry and Internal Trade (DPIIT) has developed Action Plan for State Reforms since 2015 and circulated it with States/UTs for implementation.

Uttar Pradesh – improved to rank 2nd in 2019 from Rank 12 in 2018.Why is UP performing well ?Due to reforms action taken by UP government. • Best Performer in North Eastern States – Assam
• Odisha dropped 15th position in 2018 to 29th position in 2019 ranking.
• Worst performing States/UTs (29th rank) – Odisha, Sikkim, Nagaland, Arunachal Pradesh, Manipur, Meghalaya, Tripura & Chandigarh.
“India is seen taking the reform process seriously which showed when foreign direct investment (FDI) in the country increased even during COVID-19 pandemic, amid what was called world’s strictest lockdown. Some states have shown extraordinary energy in putting together action plans and making sure that reforms happen. State have embraced the true spirit behind the State Business Reforms Action Plan,” said Smt. Sitharaman.
