The Finance Minister, Mr. Suresh Kumar Khanna, presented the Budget/Annual Financial Statement for Uttar Pradesh (UP) for the financial year 2020-21 on February 18, 2020.
Major Highlights :
• UP Budget Size 2020-21 : It is estimated to be Rs. 5,12,861 crore. This is not Only the largest budget of UP but also larger than other states of India.
• It is 6.96% (Rs. 33,159 crore) larger than last year Budget of UP.
• Estimate budget for New schemes worth Rs. 10,967.87 crore.
• Per Capita Income (2018-19)- Rs. 64,330 & in (2019-20)- Rs. 70,419.
• The Gross State Domestic Product (GSDP) for Uttar Pradesh (2020-21) is estimated at Current Prices – Rs. 17.19 Lakh Crore.
• The Gross State Domestic Product (GSDP) for Uttar Pradesh (2020-21) is estimated at Constant Prices – Rs. 11.87 Lakh Crore.
• Revenue Surplus : 1.53% of GSDP.
• The Fiscal Deficit is estimated : 2.97% of GSDP (at Rs. 53,195.46 crore).
• The State’s indebtedness is estimated at 28.8% of GSDP.
• The estimated Capital Receipt : Rs. 77,990 Crore (13.11% growth).
• The Revenue Receipt estimated : Rs. 4,22,567 Crore (14.13%).

According to the Periodic Labour Force Survey 2017-18, Uttar Pradesh has an unemployment rate of 6.4%, which is higher than the all India unemployment rate of 6.1%.
# Uttar Pradesh target to become $ 1 trillion economy by 2024.
Budget introduced Three New Policy :
1. Apprenticeship Scheme : To encourage youth to work as apprentices in in industries by providing them apprenticeships, along with a monthly stipend (Rs. 1,500 by Central government & Rs. 1000 by State government and rest by employer. Rs. 100 crore has been proposed for the scheme.
2. YUVA Hubs (Yuva Udyamita Vikas Abhiyan) : The aim of making more than one lakh young trained persons self-reliant.
YUVA Hubs will be set up in every districts to provide financial and operational assistance to start-ups for a one year period, starting from the planning stage.
3. State NITI Aayog : A State NITI Aayog will be constituted to replace the existing State Planning Commission in similar line of Central NITI Aayog. A mechanism will be developed for preparation and consolidation of plans at the district level.
Allocation of Budget :
For Youth :
• Two special schemes started for youth – Chief Minister Apprenticeship Incentive scheme and Youth Entrepreneurship Development Campaign (YUVA) to link the youth of the state with self-employment and employment.
• YUVA Hubs will be set up in all district of the state, which will empower youth to self-reliant.
• Various Initiatives for Youth education and skill development.
On 23rd National Youth Festival 2020 :Theme : “Fit Youth Fit India” organized by Ministry of Youth Affairs and Sports, Government of India in collaboration with one of the State Governments. Thus it is held in a different state each year during National Youth Week, 12 to 16 January every year.
For Women :
• To prevent female foeticide through the awareness program of “Beti Bachao Beti Padhao” in 68 districts.
• Rs. 1200 Crore rupees is proposed for the Chief Minister Kanya Sumangala Scheme.
• Under destitute women pension scheme, an amount of Rs. 500 is sent to beneficiaries account directly every month.
• Rs. 3 crore for “Cyber Crime Prevention against Women and Children”.
• Women PAC in Lucknow, Gorakhpur and Badaun districts Ducts are installed.
• Out of 76 Women Police Stations, Two Women Police Stations are established in Lakhimpur Kheri district and one women police station is established in 74 districts of Uttar Pradesh.
For Education :
• Uttar Pradesh has allocated 13.6% of its expenditure for education in 2020-21. This is much lower than the average expenditure (15.9%) allocated for education by states (using 2019-20 BE).
• Under the School Chalo Abhiyan, 1 crore 80 lakh children enrolled which is showing continuous efforts to improve education.
• Through Operation Education Rejuvenation, to provide better facilities in 91 thousand 236 schools. 15000 Primary Schools and 1000 higher secondary schools were converted into English medium.
• The State government allocated Rs. 18363 crore for upgrading school education at the primary and upper primary levels of the state (Samagra Shiksha Abhiyan).
• NCERT in state schools has been implemented. The Uttar Pradesh Independent Schools (Fee Regulation) Bill, 2018 has been enacted to regulate the fees charged from students studying in private schools in the state.
• Under National Higher Education Campaign allocated Rs. 111 crore for the development of basic facilities in the field of higher education.
• Rs. 2,660 crore for the Mid-day Meal scheme.
• Three New State universities are being established in Saharanpur, Azamgarg and Aligarh.
• In budget proposed a “Law University” in Prayagraj district and an Ayush University in Gorakhpur.
• Engineering colleges are being established in Mirzapur, Pratapgarh, Basti and Gonda districts.
• Allocation of Rs. 20 crore for the establishment of Uttar Pradesh Police Forensic University.
• In name of late Atal Bihar Vajpayee Ji, a new medical university in Lucknow.
For Tourism, Culture and Charitable Work :
• In 2018, more than 28 crore 88 lakh tourist visited Uttar Pradesh (28 crore 50 lakh – Indian tourists and 37 lakh 80 thousand from foreign tourists).
• On 26 October, 2019 Ayodhya Deepotsav included in the Guinness Book of World Records – more than 4 lakh 4 thousand 26 lamps were lit on this occasion.
• Rs. 85 crore proposed for development of high tourist infrastructure facilities in Ayodhya.
• Cultural Centre in Varanasi district
• For the purpose of preserving the cultural and ancient heritage of the state, few ambitious plans are proposed for the development of Garhmukteshwar area in Hapur, Water sports at Ramgarh Tal in Gorakhpur, construction of heliports at important tourist places, implementation of 46 tourism development schemes, etc.
• Rs. 200 Crore is proposed for the Shri Kashi Vishwanath temple expansion and beautification scheme.
• Construction of Vedic Science Center under Kashi Hindu University.
For Health :
• UP has allocated 5.5% of its budget for health in 2020-21, which is marginally higher than the average allocation for health by states (5.3%).
• Rs. 3,578 crore allocated for the National Rural Health Mission.
• UP awarded for impressive reduction in Maternal Mortality Rate (MMR) more than 30%.
• 104 Incephalitis centres established.
• UP started Telemedicine.

Other Important Facts :
• More than 13 lakh houses have been constructed under the Pradhan Mantri Awas Yojana (Rural).
• The construction of toilets for 2 crore 61 lakh families under Swachh Bharat Mission (Gramin), UP has achieved the First position for it.
• Under MNREGA scheme till 20 November 2019 – 14 crore 59 lakh man-days of employment opportunities have been created.
• First time Revenue Villages : 38 forest villages of Vantangia, Mushar, Kol and Tharu tribals were declared as revenue villages. These poor villagers could get basic facilities like housing, medical, education, roads, electricity and ration cards.
• In Bundelkhand region, it has been decided to construct a green energy corridor for 4000 MW Solar power generation.
• Metro rail operates in Lucknow, Noida and Ghaziabad.
• It has been decided to operate electric buses in Lucknow, Prayagraj, Agra, Mathura, Shahjahanpur, Ghaziabad, Kanpur, Gorakhpur and Varanasi.
• Rs. 2,000 crore allocated for Ganga Expressway (from Delhi to Prayagraj 637km long). It will be longest expressway in the country.
• 11th Defence Expo held in Lucknow on 5 to 9 February, 2020.
• Launched UPCOP mobile app – to simplify different police services in the state.
Article 202 of Constitution of India “Annual financial statement”(1) The Governor shall in respect of every financial year cause to be laid before the House or Houses of the Legislature of the State a statement of the estimated receipts and expenditure of the State for that year, in this Part referred to as the “annual financial statement”.(2) The estimates of expenditure embodied in the annual financial statement shall show separately-(a) the sums required to meet expenditure described by this Constitution as expenditure charged upon the Consolidated Fund of the State; and(b) the sums required to meet other expenditure proposed to be made from the Consolidated Fund of the State; and shall distinguish expenditure on revenue account from other expenditure.(3) The following expenditure shall be expenditure charged on the Consolidated Fund of each State-(a) the emoluments and allowances of the Governor and other expenditure relating to his office;(b) the salaries and allowances of the Speaker and the Deputy Speaker of the Legislative Assembly and, in the case of State having a Legislative Council, also of the Chairman and the Deputy Chairman of the Legislative Council;(c) debt charges for which the State is liable including interest, sinking fund charges and redemption charges, and other expenditure relating to the raising of loans and the service and redemption of debt;(d) expenditure in respect of the salaries and allowances of Judges of any High Court;(e) any sums required to satisfy and judgment, decree or award of any court or arbitral tribunal;(f) any other expenditure declared by this Constitution, or by the Legislature of the State by law, to be so charged.
