UP Budget 2021-22 : Key Points for UPPSC

On 22 February 2021, Uttar Pradesh (UP) Finance Minister Shri Suresh Kumar Khanna presented first "Paperless" State Budget. He presented Rs. 5,50,270 crore budget for the financial year 2021-22 in the state assembly to achieve the goal of "Atmanirbhar (self-reliant) Uttar Pradesh".

The UP Budget 2021-22 is over Rs. 37,410 crore (7.3% bigger than last one) more than the last year Budget.

For financial year 2021-22, UP Budget allocated Rs. 27,598 crore for New Schemes.

Key Points :


🔶 For Farmers :

The Government focuses on doubling farm income till 2022 by various new farm schemes and promoting existing farm schemes.


• The Budget has made a provision of Rs. 400 crore to provide crop loan to farmers at concessional rates, besides Rs. 700 crore for free water facility to farmers.


• The Budget 2021-22 proposed Rs. 100 crore for "Atma Nirbhar Krishak Samanvit Vikas Yojana" (Self-reliant Farmer Integrated Development Scheme) for doubling farmers' income.


• The Budget proposed Rs. 600 crore for "Mukhyamantri Krishak Durghatana Kalyan Yojana" (CM Farmer Accidental Welfare Scheme) to earning members of the farmers' family (it is an insurance scheme).


• Under "PM Kisan Samman Nidhi Yojana", UP Government transferred more than Rs. 27,123 crore through DBT (Direct Benefit Transfer) method in 2 crore 40 lakh farmers bank account.

🔶 For Women :

• The Budget proposed Rs. 1,200 crore for Mukhyamantri Kanya Sumangala Yojana.


• The Budget has made provisions for women welfare that includes -

        + Rs. 100 crore for the new scheme - Mukhyamantri Saksham Suraksha Yojana - It's aiming at "solving the malnutrition problem among women and children.


        + Rs. 200 crore for another new scheme - Mahila Samarthya Yojana - its aimed at women empowerment as well as Rs. 32 crore for establishing Mahila Shakti Kendra's.


• The UP Government has made a provision to develop selected cities, including Gautam Buddha Nagar (Noida), Gorakhpur, Agra, etc as "Safe Cities" for women.


• The Budget proposed Rs. 4,094 crore for the Nutritional Programme and Rs. 415 crore for National Nutritional Campaign are also provided in the Budget.


🔶 For Youth :

• The Budget makes a provision for the distribution of tablets to eligible students under the government's ambitious "Mukhyamantri Abhyudaya Yojana", for free coaching for competitive exams and for setting up model career centres in 12 other districts.


• The Government provides job opportunities to unemployed youth  through the Career Counselling Programme.


• The Budget proposed Rs. 8.55 crore for Yuva Khel Vikash and Protsahan Yojana.


• The Budget proposed Rs. 25 crore for Gramin Stadium and Open Gym for rural Youth.


• The Budget allocated Rs. 100 crore for "Mukhyamantri Yuva Swarojgar Yojana".


🔶 For Labour Welfare :

• The Budget provides Rs. 100 crore for providing employment and self-employment to migrant workers under the "Mukhyamantri Pravasi Shramik Udyamita Vikas Yojana".


• The Budget proposed Rs. 12 crore for "Mukhyamantri Durghatna Bima Yojana" for labour families (it is an insurance scheme).


• Atal Aawasiy Vidyalaya : 

Established in 18 Mandal - one in each Mandal.  Free education from class 6 to class 12 to the Labour's children.



🔶 For Health :

• The Budget proposed Rs. 50 crore for COVID-19 Vaccination.


• The Budget provides Rs. 5395 crore for National Rural Health Mission. 


• It provides Rs. 1300 crore for Ayushman Bharat Yojana.


• Due to Current Pandemic (COVID-19) experience by the government, the Budget proposed to develop the Institute of Virology and Infection Disease in Lucknow on the lines of the National Institute of Virology in Pune for which Rs. 23 crore has been allocated.


• The Budget also allocated Rs. 1,073 crore for equip primary health units with diagnosis facilities. 


• In the view of developing medical infrastructure, Rs. 1,950 has been earmarked for Construction of new Medical colleges in 13 districts and Rs. 960 crores for medical colleges under construction in eight districts.


• It proposed Rs. 100 crore for National Digital Health Mission.


🔶 For Swachhata :

• Jal Jeevan Mission (Rural) : Provide clean drinking water to everyone households till 2024.


• In the Financial Year 2021-22,  Rs. 2031 crore for construction of 12 lakh 13 thousands Individual toilets and 98 thousands Public toilets.


• The Budget proposed Rs. 1400 crore for Swachh Bharat Mission (Urban).


• Uttar Pradesh improved in the ranking of Swachh Survekshan Report 2020 - 7th rank in the country.


🔶 For Industry & Infrastructure :


• Ease of Doing Business Ranking : UP scores 2nd rank in the country.


• The allocation of specific amounts of money for Purvanchal ExpressWay (more than 65% completed till 2020) and Bundelkhand Express Way (more than 26% completed till 2020).


• The project Ganga ExpressWay will start soon. 

Ganga ExpressWay - 6 lane expandable to 8 lane and total length will be 594 Km.



Other Important Facts of UP Budget 2021-22 :


• The Chief Minister Yogi Adityanath said that despite the COVID-19 Pandemic, the Government was able to maintain "fiscal discipline" by keeping FRBM below 4.17%.


• The fiscal deficit estimated in the Budget 2021-22 stands at Rs. 90,729 crore, which is 4.17% of the estimated Gross State Domestic Products (GSDP) as compared to estimated fiscal deficit of Rs. 53,195.46 crore in 2020-21 Budget, which was 2.97% of the estimated GSDP.


• The Budget allocated Rs. 101 crore for the under-construction airport in Ayodhya, which will be named  "Maryada Purushottam Shri Ram Hawai Adda Ayodhya".


• Recently, the Central Government announced Kushinagar Airport is the International Airport. By this the State will have 4 International Airport - Lucknow, Varanasi, Kushinagar and Gautam Buddha Nagar.


• The 10 Smart Cities selected from UP. These are- Lucknow, Kanpur, Prayagraj, Varanasi, Agra, Saharanpur, Barely, Jhansi, Moradabad and Aligarh.


• Under the guidance of the Central Government, the State will establish at least one Sainik School in each Mandal.


• The State will establish one State University in each Mandal.


• The Budget proposed Rs. 300 crore for special schemes for Purvanchal.


• The Budget proposed Rs. 210 crore for special schemes for Bundelkhand region.


• Development of Integrated Early Warning System App - To alert farmers before disasters.
