New Parliament Building in India

Recently, Prime Minister Narendra Modi laid the foundation stone of the New Temple Democracy or New Parliament Building in Delhi, India.

It will be developed under Ministry of Housing and Urban Affairs.

Key Points :

• The new Parliament Building will be a monument to the cultural diversity of the world's largest democracy. It will be the most magnificent and attractive monument in the world.

National Symbols in Building : 
Its interior will have - the lotus, the peacock & the banyan trees.

Unity in Diversity : 
+ Under the Central Vista Redevelopment Project, the New Parliament Building's indigenous architecture will represent the Cultural diversity and strengthen the "Ek Bharat Shrestha Bharat' spirit. 
+ On Foundation day 'Sarva Dharma Prarthana' (inter-state prayer) held (12 Dharma Gurus of different faith and religions participated).

New India : 
The Parliament Building will be ready on the occasion of 'New India' i.e. the 75th anniversary of independence in 2022.

Building Shape & Structure :
The new building would be a Four-Storey structure and Traingular in shape.

Construction Materials :
Dholpur stone will be the primary construction material and red granite may replace red sandstone in some interior sections.

Technology :
The building will be equipped with modern audio-visual communication systems, e-governance and all modern facilities.

Promote Atmanirbhar Bharat
It would be incorporate regional arts and crafts. Artisans and sculptures from across the country would be employed the complete the new structure making it a symbol of Atmanirbhar Bharat (Self-reliant India).


Building Space :
It would be built on an area of 64,500 sq m. The building will have seats for MPs - in Lok Sabha (Lower House) 888 seats and in Rajya Sabha (Upper House) 384.

Note : Lok Sabha seats can be expanded to 1,272 to host joint session of the Parliament.

• The building will not have the iconic Central Hall present in the existing structure.

Constructed By :
Tata Projects Limited won the bid to construct the new Temple of Democracy at cost of Rs. 861.90 crore. The new building will be constructed close to the existing one under the Central Vista redevelopment project.

• There will be reception, information counter and Public waiting area. It will be made accessible for the differently-abled.


Need of New Parliament Building :

• Two former Speakers (Meera Kumar and Sumitra Mahajan) highlighted this need as the number of parliamentary staff, scrutiny personnel, media visitors, and parliamentary activities have seen a steep rise.
• During a Joint Session, the Central Hall is jam-packed and few MPs have to sit on additionally-arranged chairs.
• Since Parliament is a heritage building, there are severe limitations to the structural repair, alteration and modifications that can be made.
• The existing Parliament is lack of safety features such as earthquake-proofing, a standard fireproofing system and also has inadequate office space.
Article 81 : It provides for the delimitation of parliamentary constituencies. The new delimitation will increase the number of MPs (existing delimitation basef on the 1971 Census and validated upto 2026) , which demand new Parliament Building.



Fact About Present Parliament  :

• Foundation of Bicameral Legislation in India by Montague-Chelmsford reforms (Government of India Act, 1919).
• The Foundation Stone of the existing Parliament House was laid on February 12, 1921, and construction took six years and cost Rs. 83 lakh at that time. The inauguration was performed on January 28, 1927, by the then Governer-General of India, Lord Irwin.
• The existing Parliament designed by Edwin Lutyens and Herbert Baker.
• The existing building can seat 543 in Lok Sabha and 245 in Rajya Sabha.
