Swachh Survekshan 2021 : Prerak DAUUR Samman

Context :

Recently, Shri Hardeep Singh Puri (Minister of State for Ministry of Housing & Urban Affairs) has introduced new category of awards titled 'Prerak DAUUR Samman' as a part of Swachh Survekshan 2021 (during the launch of Sixth Edition Survey).



About Prerak DAUUR Samman :

This Samman will be given for five additional sub-categories of achievement in Swachhata -
1. Divya means Platinum
2. Anupam means Gold
3. Ujjwal means Silver
4. Udit means Bronze
5. Aarohi means Aspiring
With top three cities being recognised in each.
At present criteria for evaluating cities based on 'Population Category', but new methods will categories cities on the basis of performance on following Six selected indicators -

1. Segregation of Waste into Wet, Dry and hazard categories
2. Processing capacity against wet waste generated
3. Processing and recycling of wet and dry waste
4. Construction and Demolition (C&D) waste processing
5. Percentage of Waste going to landfills.
6. Sanitation (liquid waste processing) Status of cities.


Background :

With concept of Open Defecation Free (ODF) and Solid waste processing at just 18% in Urban Areas, it was clear that an accelerate approach was necessary to achieve the vision of Swachh India through the Swachh Bharat Mission-Urban.

There is need to bring about rigour in processing monitoring and spirit of healthy competition among cities and States improve their performance in key cleanliness parameters.

It is  done by the conceptualisation and implementation of Swachh Survekshan.

The annual cleanliness survey conducted by the Ministry of Housing & Urban Affairs (MoHUA).

Some basic facts about Swachh Survekshan :

• Launched in 2016 : Ranked 73 Cities Only.
• Mysuru was cleanest city in 2016 Survey.
• it is an Annual Survey Report released by the MoHUA.
• 2019 Survey : it started completely digital and paperless survey.
• Survey 2020 : Ranked 4242 Cities
• Indore ranked top continuously from 2017 to 2020.
• Citizen feedback received in 2016 - 1 lakh and in 2020 - 187 lakhs.
• Model of Source Segregation : the lighthouse cities such as Navi Mumbai, Surat, Khargone and Karad.
• The key to solid waste management was also recognised over 1000 State and Urban Local Body (ULB).
• Under Swachh Bharat Mission-Urban till 2020 : 
+ 4324 ULBs declared ODF
+ 1306 cities certified ODF+
+ 489 cities cities certified ODF++
